The Immigration Refugee and Citizenship Canada (IRCC) announced the Canada Immigration Levels Plan for 2020-2022 on March 12, 2019.
The Immigration Levels Plan is announced every year by the government of Canada. Canada is preparing for the future as it has one of the oldest aging populations in the world and declining birth rates.
To meet these population replacement and future economic challenges early, the Canadian government is encouraging the immigration of foreign nationals that can significantly contribute to economic growth by joining the labor force.
In 2020, Canada plans to welcome 341,000 new permanent residents, which will gradually increase to 351,000 in 2021 and 361,000 in 2022.
To sum it up, Canada will accept 1,005,000 permanent residency applicants from 2020-2022 which could increase to 1,140,000 if the upper-level targets are met.
Economic immigrants from a range of federal and provincial programs will make up 58% of total immigrants. Immigrants approved from the federal Express Entry system will contribute the most to the immigration of economic immigrants.
However, it is expected that the Provincial Nominee Program (PNP), the Rural and Northern Pilot will attract more economic immigrants.
The Provincial Nominee Programs have a range of 67,800 in 2020 increasing to 73,000 by 2022.
Economic Immigrants are very important to Canada since they comprise almost 35% of all Information Technology (IT) employment and make up at least 50% of all international graduates from science, technology, engineering and math (STEM) fields in Canada.
Foreign nationals also establish and invest in businesses more than Canadian citizens.
The Family Class Sponsorship is expected to maintain a high range projection of 96,000 in 2020 which can increase to 98,000 in 2022.
Canada is also planning to gradually increase immigration targets for the Refugees and Protected person class.
Canada plans to allow 49,700 refugees in 2020 which will gradually increase to 52,950 by 2022. This plan will continue to maintain Canada’s position as 1 of the leading countries for providing refugee and protection services to foreign nationals.
Supplementary Information for the Immigration Levels Plan for 2021-2023
The government of Canada also announced the Immigration Levels Plan 2021-2023 on October 30, 2020. Canada is aiming to accept over 400,000 immigrants every year.
The IRCC announced the plan to welcome 401,000 immigrants in 2021. A total of 411,000 immigrants will be accepted in 2022 which will increase to 421,000 in 2023.
To sum it up, over a period of the next 3 years, Canada will welcome 1.2 million new immigrants.
